The Knolls of Paradise Hills
The Knolls of Paradise Hills, once part of the Black Ranch, was subdivided by the Horizon Corporation in the early sixties. Horizon Corporation was allowed to paper plat this land into 655 residential lots and sell them without being obligated to provide utilities and improvements. By the late sixties Horizon Corporation had sold these lots to 380 different people from all over the country.
In 1991 the City of Albuquerque received a request that this area be considered for annexation from the county. In 1994 the request was approved contingent upon the city's commitment to improve lots through the creation of a Special Assessment District. In 1997 Special Assessment District 222 was approved by the City Council.
What you see today is the construction phase of what has been a very long process.All of the lots in The Knolls of Paradise Hills that are being developed will benefit from rough grading, retaining walls, paving, curb and gutter, water, sewer, gas, electric, street lighting, and sidewalks.
Property owners are required to pay for the cost of the utilities and improvements. Each lot is assessed a predetermined dollar amount based on its size. Assessments may be paid in cash, paid off with construction loans, or be paid over a ten year period with two payments (which include interest) due per year. The project is being financed with Special Assessment bonds that are secured by liens on the property.
